So I have pretty severe eczema. Once something with fragrance or phthalates touch my skin, it flares up immediately. Even my own sweat can cause my eczema to start- if I don't wash up within 2 hours.
My problem is that I love fragrance and smells. A friend recommended that I use powder fragrances, do you all know of any that smell nice and work well? Or perhaps alternatives?

Would you be able to spray the outsides of your clothes, or the ends of your hair? If that's still too much for your skin, you could try getting a locket with solid perfume in it, so that some metal would be between you and the irritants.

I have eczema, as does my spouse, and the only fragrance either of us can wear is essential oil perfumes. There are certain ones I can't wear (cinnamon, lavender) because they upset my skin, others because they cause/contribute to migraines or simply smell bad.
Scent lockets are wonderful but the oils that your body warms up in the solid or oil perfume in your locket will still come in contact with your skin - be sure it's something your skin can handle.
